Not now. The Public Sector Decarbonisation Scheme closed to new applications in November 2024 and no further window has been announced. Phase 4 allocations continue to be delivered to 2027-28, but only for Trusts that bid before it shut, and the scheme was heat-led — solar was an associated measure alongside replacing fossil-fuel heating rather than a standalone canopy grant. There is also no general interest-free Salix loan for English public bodies; Salix administered PSDS rather than running a loan facility. What remains for an NHS Trust: the business rates exception on generation plant to 31 March 2035, the Workplace Charging Scheme where the canopy carries charging, and a PPA or lease.

How much does a hospital car park solar canopy cost?

Capacity scales with the parking area: at roughly 1.7 kWp per standard bay, 60 spaces is in the order of 100 kWp and 400 spaces approaches 700 kWp. On funding, the position changed: PSDS closed to new applications in November 2024 and there is no general interest-free Salix loan for English public bodies, so a Trust without an existing allocation is funding a canopy through a PPA or lease, or from its own capital, supported by the business rates exception on generation plant to 31 March 2035.

Salix Finance

There is no general interest-free Salix loan for English NHS Trusts: Salix administered PSDS for DESNZ, which is not a loan facility. Trusts fund a canopy from capital, a PPA or a lease.

NHS PPA (Power Purchase Agreement)

Several developers offer zero-capex PPA structures specifically for NHS properties. The Trust pays a discounted energy rate for 15-25 years with no capital outlay. Energy costs are reclassified from capital to revenue — important for NHS capital budget management.
