In Leeds, a solar canopy over a non-domestic car park can be permitted development under Class OA of Part 14 of the General Permitted Development Order, in force since 21 December 2023 — but you must first apply to Leeds City Council for a determination on whether prior approval is needed for the canopy's siting, design, external appearance and glare.
